- The organizational structure must be flexible enough to be rapidly adapted for use in any situation.
- The NIMS provides standardization in: Terminology, Resource classification, Personnel training, Certification.
- Another important feature is the concept of interoperability, which refers to the ability of agencies of different types or from different jurisdictions to communicate with each other.

Major NIMS components
A
- Preparedness (establishes measures for all responders to incorporate into their systems to prepare for their response to incidents at any time)
- Communications and Information Management (enable the essential functions needed to provide interoperability)
- Resource Managment (sets up mechanisms to describe, inventory, track and dispatch resources before, during and after an incident)
- Command and Mangement (standardizes incident management for all hazards and across all levels of government, based on three key constructs: ICS, multiagency coordination systems, and public information systems)
- Ongoing management and maintenance (NIMS Integration Center (NIC) provides strategic direction for an oversight of the NIMS, supporting routine maintenance and continuous improvement of the system in the long term)
