“Necessary and proper” clause
Section of the constitution that allows congress to pass necessary laws by using power not directly stated within the constitution
Nullification
A state can deem any law null or void if they feel it violates the constitution. has never been held up in court
Dual federalism
States are supreme in their spheres and the federal government is supreme in theirs. Both should be kept separate
Police power
State power to enact laws that promote health, safety and morals.
Initiative
Allows voters to get a bill directly on a ballot if they have enough signatures . Not all states have this or referendum
Referendum
Allows voters to reject a measure passed by legislature
Recall
Allows voters to remove an elected official from office
Grants-in- aid
Money given by the national government to the states
Categorical grants
Federal grants for specific purposes
Conditions of aid
Terms states must meet in order to receive national funding
Mandates
Terms that states must meet to accept the grants or not
Waiver
Permission to ignore laws that would otherwise apply
Federalism
Government authority shared by national and local governments
