Two Underlying problems with finance
Crown’s expenditure was rising due to inflation from 1502-1622 (mostly food).
Crown’s income was falling due to lack of reform from Elizabeth.
Two consequences of financial weakness
Hard to govern effectively/weak foreign policy
Wartime meant Crown had to find new ways of getting money - Crown intent on setting its own tax.
Treaty of London (->Thirty Years War)
1604 - made peace with Spain cutting expenditure.
Reasons for/examples of lavish spending under James I
He was set on spending a lot of money as he viewed England as a land of plenty and Scotland was limited.
Ante-supper = prepare two feasts but bin one eg 3.3k on one
Generous with courtiers/friends = P gave 3 subsides in 1606 but gave 44k to his Scottish friends causing tension.
Cockayne Project 1614
1670 = 726k
1620 = 900k
Plan to reorganise the cloth trade and build more in London.
Failed as a monopoly was granted to William Cockayne who failed his scheme.
Dutch stopped buying English cloth.
