The best evidence available should be used to make decisions and subject to change when better information becomes available

Psychological conditioning can/should be used to guarantee the results government wants from people
This could include the use chemicals/medicines and later technological advancements to achieve greater control over human behavior
It may be possible to influence and control human responses to external stimuli
