It’s a primary offense if the person in the front seat isn’t wearing a seatbelt and it’s a secondary if the officer pulls over the driver fro something else and notices the driver is not wearing a seatbelt.
Who is responsible if a ticket is issued for not wearing a seatbelt?
Passengers under 18 are driver responsible, while passengers over 18 are responsible for themselves.

- Keep you and passengers from being thrown from the vehicle in a collision.
- They slow a body down with the vehicle. Hitting the dashboard or windshield at 30 mph is like a fall from the top of a three-story building.
- Keep a motorist/passenger from sliding on the seat during the sudden stops and turns.
