are the electrons that are on the outer most valence shell that tend to form chemical bonds with other atoms

The valence shell is the outer most shell, that has the most energy and that unpaired electrons can pair with other electrons

Yes, when they are out of water, because once placed in water the bonds in the ionic bond weaken
Which bond is considered the weakest bonds? & Why or why not?
The hydrogen bonds are the weakest, they are weaker because they are polar bonds that don’t share electrons evenly so, they can’t hold atoms together as strong
