You may turn the way the arrow points. Means your turning is protected because oncoming traffic is stopped by a red light. If arrow turns to green light, you still can turn in that direction but yield to pedestrians and oncoming traffic.
A yellow arrow means….
Movement permitted by green light is about to end. Slow down and prepare to stop completely before entering the intersection. If in intersection or cannot stop safely before entering intersection carefully turn in direction arrow is pointing.
A red arrow means…
Not common in Pennsylvania, used in other states, means do not turn in direction the arrow points
A flashing red light means…
Same as stop sign. Come to a complete stop. Look both ways and proceed after intersection is clear.
A flashing yellow light means…
Means caution. Slow down, look and proceed with care.
a non functioning traffic light should be…
Treated as though it were a 4 way stop sign.
Ramp metering signs are..
Used to control the flow of traffic onto very congested highways and usually operate during peak rush hours.
Wait for what signal before entering the highway?
Wait for green signal.
On single lane ramps…
Only one car may enter the highway each time the light turns green.
For multi lane on ramps…
There will be a ramp meter for each lane.

Special signs placed directly over lanes to control traffic. Used mostly at toll booth, bridges, tunnels and multi lane roads in cities where direction of travel on a lane changes to ease the flow of traffic into and out of the city during peak rush hour.

Change lanes because direction of travel for that lane is about to be reversed. Get ready to leave lane safely.

You are not allowed to use the traffic lane.

You may only turn left if you are in that lane
A white steady two-way arrow over a lane means…
You may only turn left if you are in that lane but the lane is shared by left turning drivers approaching from the opposite direction.

When driving near blind pedestrians (carrying white cane or guide dog) slow down,yield right of way,then proceed with caution. Be prepared to stop vehicle in order to prevent injury or danger to the pedestrian

Flashing yellow signals placed on the school zone speed limit signs.
