Congress should be composed of two houses
In the smaller senate all states should be represented equally.
In the house, the states would be represented based on its population size.
Commerce and slave trade compromise
The congress was forbidden to tax the export of goods in any state.

New Jersey plan
Retained the unicameral congress of the confederation, states represented equally.
Add limited powers to tax and regulate trade between the states in the US.
