Responsibilities of OFFICER:

A
  • transmit MAYDAY/URGENT, if not already done
  • provide exact location of member
  • ID member for IC
  • Call for resources
  • keep IC up to date on status:
    1. air status of distressed member and OPERATING MEMBERS
    2. progress of packaging
    3. once removal starts/progress reports

-monitor conditions in area
-monitor HT
-secure removal route
CALL FOR additional FAST PAK, If FIRST IS PLACED INTO OPERATION
(OFFICER , not IC)

30
Q

When member is located, priorities are ?

A
F.A.I.R
FIRE
AIR
IMMEDIATE MEDICAL CARE
REMOVAL

IF POSSIBLE, member transmitting MAYDAY/URGENT shall begin, by pressing the EAB–max wattage
-ALL HT COMMUNICATIONS ON THAT FREQUENCY WILL CEASE, except between member transmitting MAYDAy AND IC

  • facepiece mic DIRECTLY on voicmitter
  • message NOT ACKNOWLEDGE is message NOT RECEIVED
31
Q

FIRE ENVIRONMENT:

A
  • can you operate safely?
  • structural stability?
  • hoseline for protection?

-IF YOU CAN OPERATE SAFELY…GO TO AIR SUPPLY

32
Q

Air supply:

-removing member from IDLH IS CRITICAL, assuring member has adequate AIR SUPPLY, IS NEXT STEP:

A

needs to be assessed whether member is UNCONSCIOUS OR CONSCIOUS
4-6 Minutes without air- brain damage
6-10 minutes-clincial death
removing member without addressing air supply GREATLY diminishes chance of survival

33
Q

Once MEMBER IS LOCATED, FAST PAK IS CALLED FOR ?

A

IMMEDIATELY - whether using it or not (REGARDLESS IF MEMBER HAS AIR OR NOT)

34
Q

Two ways to supply air ?

A

high pressure

and

LOW PRESSURE

35
Q

High Pressure System:

A
  • Air replenishment of SCBA from an air supply source, WHILE STILL IN USE through UAC
  • UAC FOR EMERGENCY USE ONLY when a member is LOW/OUT OF AIR WITHIN IDLH

If the condition of distressed members SCBA is in DOUBT, DO NOT use HIGH PRESSURE SYSTEM….(use low pressure method–next card)

36
Q

LOW pressure system:

A
  • Fast Pak regulator with MEMBERS FACEPIECE
  • FAST pak facepiece and regulator
  • Hansen fitting on low pressure hose
37
Q

Who must protect the LOW PRESSURE hose form high heat, embers, sharp objects and entanglement?

A

Member assigned to MONITOR AIR SUPPLY OF FAST PAK

38
Q

3 ways to determine if the member has AIR or not:

A

A. turn PURGE VALVE, air flow ill be heard
B. facepiece is on, BREAK SEAL between members face and facepiece and LISTEN FOR AIR ESCAPING
C. REMOTE GAUGE of downed member (bluff: cylinder gauge….note: the cylinder gauge is ONLY for us to track AIR IN FAST PAK)

NOTE: If it cannot be determined if UNCONSCIOUS member has air or not…..SUPPLY MEMBER WITH AIR

39
Q

T OR F…If possible, use the DOWNED MEMBERS FACEPIECE

A

TRUE

member may require special size and personal facepiece will provide better seal

40
Q

T or F…if the fAst pak is NOT at your location, do not start removal procedure.

A

FALSE

START REMOVAL PROCEDURE….communicate with member assigned the FAST PAK to determine suitable location to meet

41
Q

If UNCONSCIOUS member is supplied with air, _______to allow a constant flow of air?

A

TURN PURGE VALVE HALF WAY

42
Q

MEMBERS IN DISTRESS, should NOT remove their facepiece..

A

If air supply is depleted, remove REGULATOR…having facepiece on will aid in re-establishing air supply

-it also protects from contaminants –mention is SCBA BULLETIN

43
Q

Immediate MEDICAL CARE:

A

once CLEAR OF IDLH, stop and assess medical needs.

  • no pulse or breathing
  • major bleeding

A,B, C’s

44
Q

Removal…2 basic types:

A

HORIZONTAL
VERTICAL

considerations:

  • location /distance of exit
  • stairs or ladders involved
  • condition of operating environment
  • presence and extent of injuries
45
Q

Ascertain following from CONSCIOUS MEMBER:

A

Name
unit WORKING in that tour
assignment

46
Q

UNCONSCIOUS member ID:

A

a. if possible, Depress EAB of distressed member (first NOTIFY IC)…unable to do this…KEY MIC….both will ID member on EFAS

b. postion member on their RIGHT SIDE, access to following:
- name on bunker coat
- PRA identification on SCBA–unit and position….will NOT work with SPARE
- HELMET frontpiece (may not be unit member is working in)
- ENGRAVED RADIO ID NUMBER

c. TOOLS may help ID member

47
Q

It is IMPERATIVE that ALL MEMBERS ensure?

A

SCBA and HT coincide with their ASSIGNED POSITION

48
Q

MOST Often, distressed member will be found by member(s) of an OPERATING unit (not fast unit)….if member is unconscious or unable to assist in their own removal, MEMBERS WHO FIRST found FF must start the PACKAGING PROCESS…

A
  • use of SCBA STRAPS and PERSONAL HARNESS
  • nylon tubular webbing
  • stokes basket/backboard
  • SKED stretcher
49
Q

Attempting removal, before packaging will DEALY THE REMOVAL…

A

It is more effective to take time to PACKAGE (UNCONSCIOUS MEMBER)

50
Q

If possible, position the member so that their ______is faciNG toward the direction of removal PRIOR to starting packaging process?

A

BACK

-if OPERATING member starts packaging process, he will most likely be fatigued and have diminished air supply….TURNING the operation over to FAST UNIT will facilitate removal

51
Q

Removal and Packaging procedures should be practiced with ?

A

FULL PPE AND GLOVES

-all members should be familiar with these basic techniques

52
Q

Removal of trapped FF’s is greatly facilitated by PERSONAL HARNESS…

A

ALL EQUIPMENT must be worn, including SCBA WAIST STRAP

53
Q

Converting SCBA into hARNESS…

THROUGH THE LEG method:

A
  • locate waist strap of SCBA
  • fully loosen both halves of waist belt/unbuckle waist belt
  • lift up ONE of distressed members legs and place it on your shoulder
  • take one half of waist belt and put it behind member’s leg and bring up between their legs
  • take OTHER half of waist belt and bring it in front of leg and RECONNECT
  • take rappel hook from personal harness and pull SHARPLY to release hook from belt
  • loosen should straps
  • open gate of hook…place open hook through shoulder straps…LEFT STRAP FIRST , then right strap ….prevents twisting
  • PRIOR to tightening SHOULDER STRAPS, place WEBBING through top end and make GIRTH HITCH
  • if TIME permits , half hitches in both should straps—WAIST straps first

this packaging allows for VERTICAL /HORIZONTAL removal(DRD only horizontal…webbing only–horizontal)

54
Q

Use PERSONAL HARNESS LEGE STRAPS:

A
  • PRIOR to converting members’s SCBA into harness, move the FF to a sitting position(size in half/full control/UAC/easier access) PROVIDING WE do not have any spinal injury
  • rotate member so there BACK if facing removal
  • Rescuer 1 (behind) place knee under RUBBER BUMPER of SCBA , allowing slack in shoulder straps
  • Rescuer 2 positioned in FRONT facing member
  • Res 2( facing member) pulls yellow leg straps of harness, creating loop/RES 1 depresses waist straps alligator clips, so RES 2 can FULLY extend waist straps
  • RES 2 disconnects waist straps and feeds through the loops on harness and RECONNECTS …(do not tighten yet)
  • Res 2 releases Rappel Hook and opens gate
  • Res 1 loosens SCBA shoulder straps and brings them forward to allow RES 2 to attach personal harness hook LEFT first, then right
  • PRIOR to tightening , place webbing through top and make GIRTH hitch

**allows for VERTICAL /HORIZONTAL removal **

55
Q

Drag Rescue Device:

A
  • HORIZONTAL REMOVAL ONLY
  • non ambulatory/unconscious member
  • located just under collar on back of coat
  • reflective activation tab
  • pull reflective, will DEPLOY HANDLE
  • grasp handle and pull..device will tighten around members shoulder and chest

NO VERTICAL REMOVAL/NO DRAGGING UPSTAIRS

56
Q

Nylon Tubular Webbing;

A

-1” nylon tubular webbing in 20 foot lengths
-breaking strength 4000 lbs
-knotted breaking strength 3000 lbs
MUST be in continuous loop with WATER KNOT
-assist in removal of unconscious member/civilian
-used to attached to FF’s BODY or SCBA
