CHAPTER 2, 3, 4, 5-ADDENDUMS Flashcards
Dispatcher will allocated LADDER COMPANY , designated as fast unit on transmission of?
10-60 10-66 10-75 10-76 10-77 10-80
L18F
T or F …ladder with 4 ff’s cannot be fast unit?
FALSE
-when reporting to ICP, MUST INFORM IC that they are not fully staffed
When can Fast Unit be used for Firefighting purposes?
anytime IC PUTS FAST UNIT TO WORK
-if IC does this before Fire is “under control”, immediate notification to dispatcher stating reason and request ADDITIONAL FAST UNIT, prior to arrival, IC should designate SAFETY TEAM
FAST UNIT will report and stage NEAR the ICP (exceptions:IC may assign different staging or type of building, ex. HIGH RISE OFFICE), within______contact?
VERBAL
-at large scale/unusual operations…additional FAst units may be positioned at other locations
AN EFAS trained member of FAST UNIT, will report to_________and monitor_____and ____? (not member assigned to PAK TRACKER or FAST PAK)
BATTALION VEHICLE
EFAS and FAST RADIO
Who is the most influential members of FAST UNIT?
FAST UNIT OFFICER
- evaluate progress of operation
- monitor location of operating units
- determine methods to identify, locate and remove member in distress
OFFICER of FAST UNIT shall announce arrival on scene over ?
HT and report to ICP
IC will also announce arrival
Upon arrival, Fast unit shall verify that the IC is aware of the unit’s presence and designation as FAST, if assigned to other the Fast duties, the FAST OFFICER shall?
REMIND IC of fast designation
FAst communications:
L-9 -FAST TO COMMAND”
Between members
“Ladder 9 Can to LADDER 9”
-use of woRD FAST is NOT REQUIRED
FAST OFFICER shall bring an_____to ICP, which would include any CIDS information available?
UP TO DATE COPY OF RESPONSE TICKET
PRIOR to deploying Fast unit_________shall coordinate rescue plan with the FAST OFFICER?
IC or FAST GROUP SUPERVISOR
Following FAST UNIT assignments, give out at ROLL CALL:
- member assigned FAST PAK
- EFAS trained member –EFAS/FAST RADIO
note: EFAS trained OR NOT, REPORT TO and REMAIN BATTALION VEHICLE and monitor EFAS/FAST RADIO for DURATION OF INCIDENT, even if the fast unit is give assignment
-doesn’t mention PAT TRACKER here
Fast unit should determine location of AERIAL//PORTABLE/TOWER LADDers in the event they need to use these ladders..
survey building
and
develop plan of action
-determine availability of Engine company to stretch hoseline for protection
NOTE LOCATION OF EMS PERSONNEL ON SCENE
-focus of FAST UNIT’S SIZEUP WILL BE SLIGHTLY DIFFERENT THAN NORMAL, SINCE THE FAST UNIT WILL BE PERFORMING SIZE UP FOR POTENTIAL DISTRESS DUTIES , NOT JUST FOR FIRE FIGHTING
When fast unit is deployed for distressed member , fire conditions in the IMMEDIATE AREA are likely to be sever…consider ALTERNATE ACCESS POINTS …Fast unit may be involved in following:
- SEARCHING FOR MEMBER
- REMOVING MEMBER
- ASSISTING IN REMOVAL OF MEMBER
When can FAST UNIT reposition ladders, already in place against FIRE BUILDING?
LIFE THREATENING SITUATION
and
NOTIFICATION IS MADE TO MEMBERS OPERATING THAT AREA
Operational considerations of FAST Unit:
search team- make entry to locate, package, remove
REMOVAL/RESOURCE TEAM- stage at entrance and assist…relieve, augment, supply equipment
2 sided approach –search team access VIA INTERIOR and removal team access VIA EXTERIOR
attempt rescue from OUTSIDE fire building
Use of LSR
FAST UNIT shall remain intact AND not split up when dealing with ?
LARGE COMMERCIAL or COMPLEX BUILDINGS
How can a FAST unit determine location of distressed member>
A. alarm assignment
b. order of arrival
c. riding position
When FAST unit arrives at location of DISTRESSED MEMBER, THE TRANSMITTING MEMBER should:
A. Depress the EAB of THEIR HT (not distressed member)
-this will identify member transmitting
-MAX wattage
B. provide info to IC or FAST GROUP SUPERVISOR
C. after INFO is give, RESET EAB, by depressing and holding EAB for 2 seconds (does not mention turniNG OFF RADIO)
F.A.I.R.
fire
air
immediate MEDICAL care
Removal
- provide additional air as needed
- confirm positive ID
IF POSSIBLE (does not mention if possible, for transmitting member), depress EAB OF DISTRESSED MEMBER….this will identify them on EFAS..notify IC PRIOR to EAB activation of distressed member (different from transmitting member)..if unable to activate distressed member, KEY MIC on HT to obtain ID on EFAS
- distressed member EA shall remain active, until determined it is no longer required
- PACKAGE for removal
Toos/Equipment of FAST UNIT: report to ICP with this:
P.Q.R.S.T P-PAK TRACKER/fast PAK Q-Quipment/regular assigned equipment R-rope/search rope (NOT LSR) S-STOKES/longboard T-two to one rope /2:1
a member OTHER THAN MEMBER MONITORING EFAS, WILL MONITOR PAK TACKER
Additional Tools that may be needed?
- rebar cutter
- LSR/BELT
- SAW
- elevator keys (ALL BUILDINGS WITH ELEVATOR)
- flotation devices for ops near water
EACH BATTALION :
EMERGENCY TRAINING REMOVAL KIT
-members shall NOT use personally assigned equipment when practicing these procedures
Fast radio Board: in Batt vehicle
- Leather strap
- mounted, metal clip board/WATER PROOF FORMS,
- COPY of DAILY SPARE RADIO SHEET
- fill out in pen/pencil, PENCIL is superior
- can be torn off and given to IC
when MAYDAY/urgent is transmitted, FAST RADIO MEMBER shall record RADIO ID NUMBER immediately on FAST RADIO FORM
FF REMOVAL:
- TIME is NOT on your side
- FF’s will attempt to remove themselves FIRST , before calling for help
at times , fire conditions may be so sever that IMMEDIATE REMOVAL of distressed FF , even with spinal injury is CRITICAL
T or F..in ALL CASES, A member should be positioned at downed members HEAD.
TRUE
Once the member is out of IMMEDIATE DANGER, Begin to assess their ‘ABC’ (airway breathing circulation)..at this point member should be secure to backboard/stokes
Units should continue to FIGHT THE FIRE, when MAYDAY/URGENT is transmitted for distressed FF.
Company OFFICERS must prevent members of their unit from leaving assigned area of responsibility
T or F…OFFICER SHOULD never get physically involved in operation.
FALSE
if there is NO ONE ELSE AVAILABLE
Responsibilities of OFFICER:
- transmit MAYDAY/URGENT, if not already done
- provide exact location of member
- ID member for IC
- Call for resources
- keep IC up to date on status:
1. air status of distressed member and OPERATING MEMBERS
2. progress of packaging
3. once removal starts/progress reports
-monitor conditions in area
-monitor HT
-secure removal route
CALL FOR additional FAST PAK, If FIRST IS PLACED INTO OPERATION
(OFFICER , not IC)
When member is located, priorities are ?
F.A.I.R FIRE AIR IMMEDIATE MEDICAL CARE REMOVAL
IF POSSIBLE, member transmitting MAYDAY/URGENT shall begin, by pressing the EAB–max wattage
-ALL HT COMMUNICATIONS ON THAT FREQUENCY WILL CEASE, except between member transmitting MAYDAy AND IC
- facepiece mic DIRECTLY on voicmitter
- message NOT ACKNOWLEDGE is message NOT RECEIVED
FIRE ENVIRONMENT:
- can you operate safely?
- structural stability?
- hoseline for protection?
-IF YOU CAN OPERATE SAFELY…GO TO AIR SUPPLY
Air supply:
-removing member from IDLH IS CRITICAL, assuring member has adequate AIR SUPPLY, IS NEXT STEP:
needs to be assessed whether member is UNCONSCIOUS OR CONSCIOUS
4-6 Minutes without air- brain damage
6-10 minutes-clincial death
removing member without addressing air supply GREATLY diminishes chance of survival
Once MEMBER IS LOCATED, FAST PAK IS CALLED FOR ?
IMMEDIATELY - whether using it or not (REGARDLESS IF MEMBER HAS AIR OR NOT)
Two ways to supply air ?
high pressure
and
LOW PRESSURE
High Pressure System:
- Air replenishment of SCBA from an air supply source, WHILE STILL IN USE through UAC
- UAC FOR EMERGENCY USE ONLY when a member is LOW/OUT OF AIR WITHIN IDLH
If the condition of distressed members SCBA is in DOUBT, DO NOT use HIGH PRESSURE SYSTEM….(use low pressure method–next card)
LOW pressure system:
- Fast Pak regulator with MEMBERS FACEPIECE
- FAST pak facepiece and regulator
- Hansen fitting on low pressure hose
Who must protect the LOW PRESSURE hose form high heat, embers, sharp objects and entanglement?
Member assigned to MONITOR AIR SUPPLY OF FAST PAK
3 ways to determine if the member has AIR or not:
A. turn PURGE VALVE, air flow ill be heard
B. facepiece is on, BREAK SEAL between members face and facepiece and LISTEN FOR AIR ESCAPING
C. REMOTE GAUGE of downed member (bluff: cylinder gauge….note: the cylinder gauge is ONLY for us to track AIR IN FAST PAK)
NOTE: If it cannot be determined if UNCONSCIOUS member has air or not…..SUPPLY MEMBER WITH AIR
T OR F…If possible, use the DOWNED MEMBERS FACEPIECE
TRUE
member may require special size and personal facepiece will provide better seal
T or F…if the fAst pak is NOT at your location, do not start removal procedure.
FALSE
START REMOVAL PROCEDURE….communicate with member assigned the FAST PAK to determine suitable location to meet
If UNCONSCIOUS member is supplied with air, _______to allow a constant flow of air?
TURN PURGE VALVE HALF WAY
MEMBERS IN DISTRESS, should NOT remove their facepiece..
If air supply is depleted, remove REGULATOR…having facepiece on will aid in re-establishing air supply
-it also protects from contaminants –mention is SCBA BULLETIN
Immediate MEDICAL CARE:
once CLEAR OF IDLH, stop and assess medical needs.
- no pulse or breathing
- major bleeding
A,B, C’s
Removal…2 basic types:
HORIZONTAL
VERTICAL
considerations:
- location /distance of exit
- stairs or ladders involved
- condition of operating environment
- presence and extent of injuries
Ascertain following from CONSCIOUS MEMBER:
Name
unit WORKING in that tour
assignment
UNCONSCIOUS member ID:
a. if possible, Depress EAB of distressed member (first NOTIFY IC)…unable to do this…KEY MIC….both will ID member on EFAS
b. postion member on their RIGHT SIDE, access to following:
- name on bunker coat
- PRA identification on SCBA–unit and position….will NOT work with SPARE
- HELMET frontpiece (may not be unit member is working in)
- ENGRAVED RADIO ID NUMBER
c. TOOLS may help ID member
It is IMPERATIVE that ALL MEMBERS ensure?
SCBA and HT coincide with their ASSIGNED POSITION
MOST Often, distressed member will be found by member(s) of an OPERATING unit (not fast unit)….if member is unconscious or unable to assist in their own removal, MEMBERS WHO FIRST found FF must start the PACKAGING PROCESS…
- use of SCBA STRAPS and PERSONAL HARNESS
- nylon tubular webbing
- stokes basket/backboard
- SKED stretcher
Attempting removal, before packaging will DEALY THE REMOVAL…
It is more effective to take time to PACKAGE (UNCONSCIOUS MEMBER)
If possible, position the member so that their ______is faciNG toward the direction of removal PRIOR to starting packaging process?
BACK
-if OPERATING member starts packaging process, he will most likely be fatigued and have diminished air supply….TURNING the operation over to FAST UNIT will facilitate removal
Removal and Packaging procedures should be practiced with ?
FULL PPE AND GLOVES
-all members should be familiar with these basic techniques
Removal of trapped FF’s is greatly facilitated by PERSONAL HARNESS…
ALL EQUIPMENT must be worn, including SCBA WAIST STRAP
Converting SCBA into hARNESS…
THROUGH THE LEG method:
- locate waist strap of SCBA
- fully loosen both halves of waist belt/unbuckle waist belt
- lift up ONE of distressed members legs and place it on your shoulder
- take one half of waist belt and put it behind member’s leg and bring up between their legs
- take OTHER half of waist belt and bring it in front of leg and RECONNECT
- take rappel hook from personal harness and pull SHARPLY to release hook from belt
- loosen should straps
- open gate of hook…place open hook through shoulder straps…LEFT STRAP FIRST , then right strap ….prevents twisting
- PRIOR to tightening SHOULDER STRAPS, place WEBBING through top end and make GIRTH HITCH
- if TIME permits , half hitches in both should straps—WAIST straps first
this packaging allows for VERTICAL /HORIZONTAL removal(DRD only horizontal…webbing only–horizontal)
Use PERSONAL HARNESS LEGE STRAPS:
- PRIOR to converting members’s SCBA into harness, move the FF to a sitting position(size in half/full control/UAC/easier access) PROVIDING WE do not have any spinal injury
- rotate member so there BACK if facing removal
- Rescuer 1 (behind) place knee under RUBBER BUMPER of SCBA , allowing slack in shoulder straps
- Rescuer 2 positioned in FRONT facing member
- Res 2( facing member) pulls yellow leg straps of harness, creating loop/RES 1 depresses waist straps alligator clips, so RES 2 can FULLY extend waist straps
- RES 2 disconnects waist straps and feeds through the loops on harness and RECONNECTS …(do not tighten yet)
- Res 2 releases Rappel Hook and opens gate
- Res 1 loosens SCBA shoulder straps and brings them forward to allow RES 2 to attach personal harness hook LEFT first, then right
- PRIOR to tightening , place webbing through top and make GIRTH hitch
**allows for VERTICAL /HORIZONTAL removal **
Drag Rescue Device:
- HORIZONTAL REMOVAL ONLY
- non ambulatory/unconscious member
- located just under collar on back of coat
- reflective activation tab
- pull reflective, will DEPLOY HANDLE
- grasp handle and pull..device will tighten around members shoulder and chest
NO VERTICAL REMOVAL/NO DRAGGING UPSTAIRS
Nylon Tubular Webbing;
-1” nylon tubular webbing in 20 foot lengths
-breaking strength 4000 lbs
-knotted breaking strength 3000 lbs
MUST be in continuous loop with WATER KNOT
-assist in removal of unconscious member/civilian
-used to attached to FF’s BODY or SCBA
-ONLY FOR DRAGGING
NO VERTICAL LIFTS
Each OFFICER/MEMBER issued length of webbing, part of personal equipment
-request for webbing ….TOOL ROOM
cleaned with soap and water/dry naturally
INSPECTED MONTHLY/AFTER USE
IC may have FAST UNIT provide additional EGRESS routes while maintaining unit integrity …examples:
REMOVE window bars , place portable ladders
Prior to arrival of FAST UNIT…IC may designate following for possible assistance:
- SAFETY TEAM
- companies in reserve
- companies for re assignment

- UNCOMMITTED CHAUFFEURS or FULL DUTY aides
T or F…Chief Officer will always be assigned to SUPERVISE rescue effort.
FALSE…whenever possible
T or F…IC may consider use of EMERGENCY CHANNEL 16, by FAST GROUP, if necessary resources are available
TRUE
channel 13 is TAC U
When MAYDAY is resolved, who shall notify all units at the scene…and dispatcher?
INCIDENT COMMANDER (not Fast Officer)
Fast UNIT SHALL NOT be returned to service PRIOR to their arrival on the scene, unless incident is placed “UNDER CONTROL”..
Fast unit shall NOT be used to provide relief for operating units until fire is UNDER CONTROL(or IC says so)
10-66 is transmitted when?
Judgment of IC, whenever a member is LOST, TRAPPED, MISSING or SERIOUSLY INJURED and additional resources are REQUIRED
T OR FALSE…IF the distressed members VIBRA ALERT activates, the IC or FAST GROUP SUPERVISOR should receive and update.
TRUE (from FASt officer or member)
T or F…On 10-66, an additional FAST unit will be assigned for the remainder of operation, and is not to be assigned to the on going rescue effort, under any circumstances.
FALSE….EXCEPT AT SPECIFIC DIRECTION OF IC
FAST GROUP SUPERVISOR?
CHIEF OFFICER…if unavailable…SOC UNIT OFFICER
FF removal OFFICER- rescue ops battalion
On 10-66, UNITS that should REPORT TO ICP?
- rescue
- squad
- SOC SUPPORT LADDER
- FAST UNIT
- CFRD ENGINE
all other units to Staging Area
Mayday is resolved when?
member is move to SAFE AREA
T or F
When a Roll Call is conducted, start with companies on initial alarm
FALSE….MOST SEVERELY EXPOSED UNITS
sector supervisors can conduct roll call in their own sector
-field comm can assist in roll calls
IC MUST assign a Street Coordination MANAGER when signal 10-66 is transmitted: can be COMPANY OFFICER….DUTIES:
- contact PD/EMS OFFICERS for traffic flow/PARTICULARLY AMBULANCE EGRESS TO HOSPITALS
- ensure access/egress of other essential vehicles
- positioning needed apparatus for most efficient use
- coordinating apparatus STAGING AREAS
- Coordinate EMS TRIAGE AREA with MEDICAL BRANCH DIRECTOR
If Channel 16 is being used :
FAST UNIT ON CH 16
FF ASSIGNED FAST RADIO- CH 1
FF REMOVAL USING LARGE D -RING..
-sitting position and rotate member so BACK is toward direction of removal
-rescuer 1-behind distressed member/place them in sitting position
-rescuer 2-ensure waist strap is engaged ..then grab rappel hook and pull sharply to release and open gate of hook.
rescuer 2- place OPEN HOOK through LARGE D RING ON COAT (2ND COAT BUCKLE FROM TOP AND CONNECTED TO DRD) (no time shall items be carried on this d ring)
rescuer 1- DEPLOY DRD AND WRAP DRD ONCE AROUND RIGHT SHOULDER STRAP (left is face piece), causing deice to tighten around member’s chest
-DRAG HORIZONTALLY , REMOVE UP AND DOWN STAIRS (not vertically»_space;)
moving:
a. dragged horizontally grasping DRD
B. DRAGGED HORIZONTALLY grasping DRD with one hand and left shoulder strap with other
c. CARRIED HORIZONTALLY up or down stairs with one rescuer grasping DRD only and second rescuer grasping leg straps
note: DRD should be wrapped around right should strap (OVER AND UNDER ), BEFORE USING ANY REMOVAL METHODS LISTED ABOVE
