Fleeing slaves can’t testify on their own behalf, people were ordered to catch slaves.
North vowed to to follow law, workings of Underground Railroad increased.

Mexican sold land of semi semi-desert in the south west. (Arizona and Nebraska)
Kansas-Nebraska Act
Let slavery be decided upon by popular sovereignty. Kansas was north of 36 30 line so north was against it but south supported it.
