He believed empire would enable industrial recovery & brought together the 1902 Conservative Colonial conference for leaders of GB & white self governing colonies for closer economic ties

As Salisbury was PM and he was pro-imperialist and wanted to create a stronger, closely united empire & territorial expansion

30,000 Boers held out against British forces & GB had to rely on troops from AUS and CAN
