The components of emergancy management are referred to as 4Rs what are they?
Risk reduction
Readiness (to respond)
Response
Recovery
At what level does CIMS become involved?
Response —and therefore must be factored into rediness.
Risk reduction in responses (4R)incorporates what?
Policy health codes resource management act.
What are common response objectives?
Preserve life, prevent escalation, maintain law and order, care for sick and injured, provide essential services, preserve governance, protect assets, including buildings and contents, protect natural and physical resources, provide animal welfare, preserve economic and social activity.

When a lead agency cannot be identified what can happen?
Agencies can have joint unified control. by agreement through a combined decision making body.
Command appointments for each establish agreed:
Concept of Ops
Single action plan
The CIMS structure divides tasks into 7 category’s (responsibilities) to enable multiple organisations to coordinate resources effectively what are they?
Control

Under the the incident controller there may be a (IMT) incident management team this consists of 3 positions name them?
Response manager, Risk advisor , technical experts
There may be another member when the IMT is meeting taking a record of what is being discussed in this person part of the team.

There are 5 levels of response name them?

Scaling Responses (CIMS):
A decision to scale the response structure needs to be based on the:
Safety: of response personnel, public, property
Size and complexity: of incident and extent of response required
Span of control:
CIMS: Lead and Support Agencies.
Lead agency responsible for: ?
Support agency responsible for: ?
Lead Agency: ensure arrangements and plans in place prior to incidents where they will lead
Support Agency: assist in development of these.
Integration of support agency is fundamental responsibility of lead agencies.
The Emergency Operations Centre (EOC) is activated at what level of response and when:
Local level
- several incident level responses at different sites
- off site co-ordination and support needed
- to co-ordinate multi agency/incident response
There are Four types of Coordination Centres (CC):
Match them with with the corresponding response level and name?
National ,regional ,local, incident,community
ICP,ECC,NCC,EOC
ICP = incident level (1 per incident) Incident control point. EOC= Local level—Emergency operation centre ECC= regional level- Emergency coordination centre NCC= National level- National coordination centre
Managing changeovers:
Change overs are a major factor in incident management effectiveness and efficiency. The IMT plan and manage changeovers, what do they need to ensure ?
- outgoing personnel leave once briefed replacements
- do not disturb response operations
- staggered to ensure continuity of response ops
Every response (CIMS) has an executive oversight known as Governance. Who carries out the Governance role?
And who is authority delegated out to?
Senior agency managers
Political leaders
Chief executives
Ultimate responsibility for response but delegates authority and operational control to controller
What may Governance provide?
Terms of reference
Delegation of authority
Directives that state required response achievement
(Preferably in written form) = basis of action plan
What does the action plan outline?
Integrates all agencies into cohesive response
Increases situational awareness between agencies
Coordinates activities towards common goals
Reduces risk, duplication, conflicting actions
Controllers document
Drafted by others on behalf
Controller determines intent and sets objectives
The Planning function ensures AP meets Controller’s intent and objectives.
