Welfare State
Where the Government takes on the role of protecting the publics health and well being; especially those of low income
“social safety net”
Key Elements of Welfare State
1) Use of government power to provide programs to citizens.
2) Use of taxes, grants, pensions, and other resources to provide basic income and services
Social Safety Net
Made of 3 elements
- Economic
- Personal
- Family Related
Economic Survivial
Unemployment, retirement, rising prices; etc affect economic survival
Integrity of The Person
Disability, death, substance abuse, warefare, racisim, discriminations may effect the integrity of the individual.
Survival of The family
Seperation, divorces, taking care of other family member, additional children may effect the survival of the family.
Welfare State
System in which the government plays roll in economic security of its citizens. Based on equality, opportunity and redistribution of health
Social Welfare
Includes not only social services (child care protection), but also income security (ig, CPP)
Social Services
Non- monetary personal or community services, daycare, counselling, crisis prevention, housing, provided by the state or non profit organizations
Income Services
Income support in the form of social insurance, social assistance or income supplement. Can be unconditional or based on an income or needs test; can also be provided through tax system.
Social Policies
Rules and regulations, laws and other administrative directions that set the framework for state social welfare activity.

Specific initiatives that follow from and implement social welfare polices.

Public Welfare Services
The 3 levels of government create agencies to provide income security and social services
Public- non- gov’t agencies for services, include advisory and appeal boards. Members are chosen from the public by the gov’t. They are either completely or quasi independent from governments own agencies
Private Welfare Services
Prices for by donations or in prices charged for goods. Often not registered in Canada
