- provide haircuts for ppl living in 1 room flats who are less privileged

- Indiv are responsible so they will want to work hard to afford for their own healthcare
- SO govt’s burdens are lessened

Government financed approach
DEFINE: when govt provides financial help to citizens of diff socio-econ statuses to provide them access to healthcare, education and housing

DEFINE: Ageing population is when the percentage of elderly in a population rises
- % of working ppl population falls

- By 2030, elderly population expected to double
- 2010 to 2019, SG tripled its healthcare budget to $11.3 billion
-> to meet increasing healthcare demands from elderly

CHALLENGING AS:
- Larger elderly population puts greater pressure on the smaller working population

Increased taxation -> Challenges in SG
- 2023 to 2024
- GST increase from 7% - 9%
- If tax keeps increasing, it may deter foreigners from working in SG

CHALLENGING AS: - Less foreigners will work in SG
- smaller & less vibrant workforce
— - Locals will also have higher daily expenditures
-> can’t buy daily necessities
-> w/ higher standard of living, ppl are less likely to spend on additional courses to upskill themselves
-> Creates vicious cycle as their salary will be low & stuck in low income group
Limitations in upskilling and training
Eg
- by **2030* retirement age increase to 65
- re-employment age 70
- Older workers have to juggle their current jobs with attending upskilling courses to stay relevant to the changing work environment
BUT
- Employers do not accept and accommodate older workers as much as younger ones
- becuz employers think they may be less productive
-> so older workers are also unsure if courses will increase their employability
