A

The New Plan was an economic plan put forward by Hjalmar Schachg in 1933. It involved building strong links with developing economies, building new roads and limiting imports. It did not include rearmament though which resulted in him falling out with Hitler and getting sacked in 1936.

The Secret Plan was an economic plan put forward by Hermann Goering in 1936 which focused on preparing for war. The economy depended on invading other territories and seizing their resources in order to fund further rearmament.
