★Confederation
Created a loose alliance of the 13 independent states

Period of time when business activity slows, prices fall & unemployment rises
Why did each of the 13 states create a Constitution?
Spell out right of all citizens & set limits on the power of government
★What is the Bill of Rights? What did the Virginia Bill of Rights protect?
List of freedoms that the government promises to protect (freedom of religion, press, trial by jury & freedom of speech)
What were the voting requirements for each state?
White, male, over 21, own property/pay taxes
★Articles of Confederation
1st Constitution/set of rules for USA, created 13 separate countries loosely connected in times of war
What powers did the Federal government have (Articles of Confederation)?
States had all the power (weak)
Federal Congress-Each state had 1 vote, 13 total votes, Congress couldn’t do anything without the states permission, had to ask other states for money.
What problems did the new nations have?
States faught over who owns Ohio, nation owed money to France, Spain, Dutch, private citizens & every soldiers who served in American Rev. Congress had no power to tax down debt, British don’t leave forts in Ohio & Spain closed New Orleans to U.S.
What was the Northwest Ordinance of 1787? Rules to become a new state?
Established new states in Ohio, when they have 60,000 ppl, they could create a state, had to set up public schools, slavery wasn’t allowed.
What was Shay’s rebellion and what did it cause?
Mass taxes raised, ppl lost land & couldn’t pay tax, Daniel Shays starts a rebellion. It was eventually stopped, all pardoned, all states see problems and agree to meet in Phyilly (1787).
Fails of Article of Confederation
States had too much power, the Federal Government couldn’t tax or raise an army.
