What was Lincoln’s plan for the South?
10% Plan (1863)- how much of the population had to pledge support to the Union.

What was Congress’s plan for the South?
Wade-Davis Bill (or 50% Plan) (1864)
Explain: free, but poor…or even free?
Used to describe the freed slaves situation. On the one hand they were free but had no other skills than working on a plantation and also had been no where else but the plantation. In some cases states did not even tell them they were free for a long time.
Explain the doubt that congress had when Lincoln was assassinated and Andrew Johnson assumed the presidency.
Majority of congress were northern republicans and Johnson was:
1. Democrat
2. From the south
So congress thought he might be too loyal to the south.
Was it a presidential or congressional led reconstruction?
Johnson wanted to run it but eventually congress takes over.
Describe the radical republican’s agenda .
They wanted total equality for the freedmen.
What were the main reconstruction amendments?

What was the Freedmen’s Bureau?
Established in 1865 and allowed some slaves to get land
Assisted in the transition from slavery to freedmen
What were the Black Codes?
- Restricted movement of freedmen

- Employment limitations
- Economic sanctions
How did it become a congressional reconstruction?
Republicans thought Johnson was being to lenient towards the South and impeached him. Then divided the South into military districts.
The white southerners hated…?
- Carpetbaggers (northerners coming down to help the freedmen)
- Scalawags (southerners who helped freedmen)
- freedmen
The hate of the northerners and freedmen brought what out if the South?
White resistance groups like:

What was Black Agency?
Period in the reconstruction where blacks prospered and had some semblance of a normal life.
