Purpose of disability policies
To ensure that all children with disabilities have available to them a free appropriate public education that emphasizes special education and related services designed to meet the unique needs and prepares them for further education employment and independent living
- To ensure the rights of children with disabilities and their parents are protected
- to assist the local educational agencies including state operated programs and charter schoolsto provide for the education of children with disabilities
- to assess and ensure the effectiveness of efforts to educate children with disabilities
What is a disability
A person who has a physical or mental impairment that substantially limits one or more major life activities a person who has a history or record of such impairment a person who is perceived by others as having such an impairment

Poverty Increased abuse and neglect Social isolation Difficulty obtaining supportive services in medical care Ostracism by community and peers
Individuals with disabilities education act
I.D.E.A.
- Law that ensures and governs the way State and public agencies provide services to those with disabilities
- Targets all ages of people with handicaps starting at birth
6 Core principles
1) Schools cannot exclude any children with a disability
2) nondiscriminatory evaluation before being placed in special education
3) individualized education plans for each unique individual such as balls progress evaluations
4) least restrictive environment says children with disabilities have the opportunity to be educated to the extent possible with those without disabilities
5) due process codifies legal steps in which a child is provided fairness accountability from school and education
6) parental participation by being able to access their child’s education records and participate in the IEP plan
