-not enough graduates from medical schools
-those that graduate leave and don’t return.
some think there isn’t a problem and it’s that:
-too many drs in some areas and too few in others.

central planning. bc health is too important to leave to the market.
if it determines it Wrong then this can lead to much bigger problems.

1. public administration-must be gov run
2. comprehensiveness- must cover all medically necessary services
3. universality- must all be covered in same way
4. portability - it must go with you across province and border
5. accessibility- no extra billing or fees allowed on medically necessary services.
