Step 1: Secure the Collapse Site
1- After establish Cmd., one of IC’s 1st actions must be to restrict access to scene, having PD secure collapse area ASAP
2- Access its., leading in & out of collapse site should be guarded by PD
3- Only emer. veh’s, emer. personel, auth’d govt. officials & constr. workers should be allowed to enter
4- People w/in secured collapse area should be escorted out
4 important items to look for during survey of collapse area
a- Secondary Collapse danger
b- Fire spread in structure - incl. potential spread to sides or rear
c- Access to int. of collapse structure that can be used by rescuers
d- Trapped vics. out of sight in rear or side of collapse area
After surface victim removal & void rescue ____% of survivors have been found.

1- Missing person confirmed (by someone) to have been INSIDE during collapse
2- Exact fl. where vic. last seen
3- Pinpointed area where collapse could have shifted vic. in rubble
4- Person not safe at hosp. or in amb.
5- Missing person not at 1st aid station or left scene & went home

- Unsupported = Shoring will be needed at unsupported end; B4 SEARCHING.
- Supported = A power saw can cut thru fl. quicker than a wall can be breached

Found between fl.’s in individual voids created by large content
During the Time-Out, IC should also:
a- Order another safety survey
b- Ensure utilities shut off
c- Shore up unstable portions of collapsed bldg.
d- Position lighting for onset of darkness
e- Setup a transit to monitor cracks, cracks widening or enlarging; and to monitor unstable walls for movement
f- The FF monitoring the transit must ntfy IC if there’s a need for add’l shoring or removal of an unstable structure
Best way to gain control of a collapse rescue effort is for the O.I.C. to:
1- Issue specific assignments to officers who should assemble their co. M’s & carry out the assignment.
2- Expand the ICS ~ Assign Officers areas & functions of responsibility.
3- CONSIDER dividing ops. into 2 branches: 1 for FF’ing & 1 for Collapse search & rescue when there is a collapse and fire spreading AT THE SAME TIME.
4- Designate a VICTIM TRACKING MNGR
5- Use a collapse resuce plan
