What is SSF 1604
Counterfeit Note Report - distributed to all financial institutions for use in forwarding counterfeit notes to the USSS

What are “Batch Reports”
large volume of counterfeit notes with a report attached to them, forwarded from the Federal Reserve Bank or Bank of America Cash Vault only

deposit date, depositors information, location, note information and additional comments
What is CTA?
Counterfeit Tracking Application
What does CTA do?
complete inventory of all CFT contraband to include both In Evidence and Not In Evidence (NIE)
Comprehensive electronic chain of custody for all inventories of CFT evidence
Detailed reports of history and statistics
What is the Processing procedure for an SSF 1604 form?
- Date Stamp the SSF 1604
- Examine the Note
- If genuine, return to sender
- Determine the type of CFT (traditional v. digital)
- Run the note in CTA and “US Dollars”
- If digitally produced, classify note
What does the USSS do to respond when receiving an SSF 1604 form?
USSS sends the financial institution an email receipt of the SSF 1604 if the FRN is CFT
What does the SSF do if an SSF 1604 reported note is genuine?
Currency will be returned to sender with the original SSF 1604 and an SSF 1605 via UPS of FedEx
What is an SSF 1605 form?
Genuine Note Report - returned with genuine notes
What is a Rapidprint number?
A Numbering Machine to uniquely identify a CFT item.
What gets stamped with a Rapidprint number?
The CFT Note along with the SSF 1604 (and/or SSF 1590)
What do the numbers in the Rapidprint number mean?
Ex. 115 3 00234
115 - Field Office
3 - Year
00234 - control number (assigned chronologically)
What is an NC report?
New Counterfeit report - an investigation initiated upon the appearance of a new counterfeit note.
What happens to an NC report if there no leads are developed?
The case remains open until a circular number has been assigned by CID and/or Closing IR
How is an NC report written?
The same as Investigative reports (120 requirement as well)
What should you do if a note that is printed with “traditional printing methods” comes in to your office, you run the note and it is not found in CTA and you receive negative results but you know it’s counterfeit?
Double Check note
Notify Supervisor
Obtain NC# utilizing CTA and print out SSF 1544
Initiate Investigation
What’s info should you try to get in your NC investigation?
Description of Note Date and Place of appearance Number of specimens available Any suspects identified? Any association to other CFT notes? Any unusual characteristics?
What is an NC #?
a temporary # assigned by CTA when it is reported electronically
What do the numbers in an NC # mean?
ex. 530-711-1400300-001-NC - BFO
530 - Field Office
711 - Type if CFT (circular notes)
1400300 - Temporary CFT # generated by CTA)
001 - Series of note that has been assigned to the FO (ie. this is the first note that hit this office)
NC - New Counterfeit Designation
Where do you forward new notes and what forms should you include with it?
New notes are forwarded to CID along with:
SSF 1544 - Inventory of Evidence/CTA
SSF 3115 - Request for Service/CTA
How long do you have to forward a new note to CID?
5 working days
How should you forward the note to CID and what should you include along with the note?
Via Registered Mail
One Copy of the SSF 1544 & SSF 3115
Multiple specimens of the note if possible
How many specimens of the note should you turn into CID, if possible

What should you be aware of if you want CID to get latent prints off of your specimen?
Chemicals used may destroy the note,
Exam won’t be conducted unless authorized by SAIC of CID
Two of the most common classification codes that are used are 711 and 735, what do they mean?
711 - Circular Notes
735 - Ink Jet Note
What do the numbers for a Familiar Circular Note case mean?
Ex. 530-711-21191-62
530 - field office
711 - Circular Note
21191 - Circularized Note Family
62 - number of circulated family note investigated by the FO
How do you get a Special of “S” case designation for your case?
cases involving: manufacturing forensic exam judicial action IOD gold coins electronic intercept SAIC discretion
What does “NIE” mean?
Not In Evidence
When do you mark something as “NIE”?
When you have a CFT case with no leads/further history, you return the CFT note to the clerk who files it in “NIE”
How long are digital notes stored in “NIE” before they are destroyed?
2 years
What is a “Run Out” investigation?
Agent runs out to a location based on notification by local police, or info gathered from a SSF 1604 etc., and Agent determines whether a case should be opened.
What is an SSF 1588A?
Run Out Form - a report used when an investigative lead exists for counterfeit currency
What is the reporting period for a run out investigation?
Normally 30 days or the discretion of the SAIC
What is an ICR?
In Custody Report - conducted when an agent responds to an arrest of an individual by another law enforcement agency who requests USSS assistance.
How long do you have to file an ICR?
30 days
Who receives arrest credit for an ICR?
The reporting agent, and ONLY if the arrest falls within USSS responsibilities
What must you fill out in order to get arrest credit for an ICR?
SSF 1599A - Judicial Action Summary
Does an ICR get its own suffix on the case number?
YES
ex. 530-711-21191-ICR
What is an SSF 1590?
Receipt for Contraband - issued to counterfeit items seized from a person, bank, or business
Will a suspect, defendant, or contraband issued as a result of a search be given a 1590?
NO
What should you fill out for a local police office if they give you CFT notes, that they confiscated and are not planning on using it as evidence.

Can the local police give you a copy of their “Release of Evidence” form if they give you CFT notes, instead of you given them a SSF 1590?
YES

Plates, negatives, dies, or molds
Identify: individuals responsible for manufacturing cft

identify by manufacturer, model and serial number of all digital equipment used in manufacturing process
identify data storage media containing digital images of FRN’s

What’s in an In Custody Report (ICR)?
reporting format for responses to local arrest wherein NO further investigation is deemed appropriate
Written at discretion of the SAIC
Report will serve as the opening and closing “Memorandum Report”
Difference between an ICR Report and a NOA Report:
What’s in a notification of Arrest Report (NOA)?
Reporting format for responses to any CFT arrest where USSS investigation is deemed appropriate
NOA may be combined with “Notification of New Counterfeit” and/or “Notification of Plant Suppression”
Significant arrest must be telephonically reported to CID within 72 hours
