Oil is non polar and will not readily mix with polar water.
When oil is spread across a surface, such as feathers, it will repeal water. Instead of soaking into the feathers and rending them useless, the oil will allow the water to roll off the bird. This keeps the bird healthy and able to fly!
Birds secrete this oil through a gland in their beaks and will use their beaks to apply the oil regularly on their feathers.
