What are main duties of the client?

- Ensure both the principal designer and principal contractor comply with their own duties.

What is the pre-construction information and what may it contain?
- Pre-construction information is information that is in the client’s possession or is readily obtainable by the client which is relevant to the project and proportionate to the risks involved.
- The client has to provide pre-construction information as soon as is practicable to all appointed designers and contractors.
- Principal designer is to assist the client in compiling the pre-construction information.
- Pre-construction information may include:
o Description of the project.
o Emergency procedures.
o Existing health and safety file.
o As-built drawings.
o Asbestos reports.
o Testing certification.
What is a construction phase plan?
- Construction phase plan records health and safety arrangements and site rules in order to control health and safety risks associated with construction of the project.
- The principal contractor must produce the construction phase plan.
What is a health and safety file and what may it contain?
- Records relevant information which individuals will need to be aware of when planning future construction work.
- If the project contains more than one contractor, the principal designer must produce the health and safety file.
- Health and safety file may include:
o Description of work undertaken.
o Hazards which have not been removed during the design / construction period.
o Hazardous materials used.
o Information about removing or dismantling any installed equipment or plant.
When is a construction project notifiable?
- The project lasts longer than 30 working days and has more than 20 workers on site at any one time.
- Or, the project exceeds 500 person days.
Does the 30 working days include weekends or bank holidays?
- Every day on which construction work is likely to be carried out should be counted, including weekends and bank holidays.
Who is responsible for notification of a project?
- The client is responsible for notification of a project.
- In reality, the client will instruct a separate party (such as the principal designer) to notify on their behalf.
How would you notify the relevant authority?
- Submission of an electronic F10 form.
What are the main changes from the CDM Regulations 2007?
- Changes to notification thresholds due to the addition of the 20 workers on site requirement.
