What is the duty of the known parties under CDM?
Client
1. Client’s duty is to management arrangements appointments and notifications/ manage H&S
2. secure welfare facilities
3. provide Pre construction info (PCI)
4. ensure construction phase plan (CPP) in place prior to start of construction
5. notify HSE if the project is notifiable (more than 30 days/ 20 workers or 500 people per day
Principal Designer
1. plan manage monitor Pre-construction phase and coordinate H&S
2. apply principals of prevention to technical and planning aspects of work.
3. identify eliminate or control foreseeable risks or construction, maintenance. (ICE_
4. ensure client? designers and contractor? that they are aware of and comply with their duties otherwise risk falls on us. PC should get email that they are PC from client
5. Assist client with preparing the PCI (we never do this which is scary!)
6. Prepare H&S guidance
Designer
1. Ensure client is aware of duties
2. Designer’s duty is to eliminate reduce inform and control risks (ERIC). eliminate risks to construction, maintenance and cleaning and use of workplace
3. reduce or control risks and provide info to PD for PCI and H&SF
If you are a designer and PD (principal designers) are not aware of their H&S duty then the designer becomes the PD.

Principal contractor
1. to plan manage monitor co-ord H&S in construction phase
Contractor and Worker
1. provide the skills, knowledge training and supervision in construction site
Workers- know and follow site rules, know the H&S site rules, know the safety rep, know what hazards exist, know what to do in emergency
In risk register who’s risk is it to control and manage the risks?
it is our duty as PD to reduce that risk and control it, and not mention that it is the contractor’s responsibility
Why is CDM imporant
If CDM is not followed, client and parties can be liable to fines
* sent to prison.
* It helps keep everyone safe
* Good guidance
* It gives legal duty to parties
* Mitigates risk
What happens if there is more than one contractor working on the project at any one time?
The client must appoint in writing:
A principal designer to manage Pre construction phase
A designer
A principal contractor
What is the Pre Construction Info (PCI)? And who manages it?
And the Construction Phase Plan (CPP)? And who manages it?
H&S file
It is a collection of background info about the significant H&S risks of the construction project also relating to design. Info should focus on issues that designers and contractors could not usually expect or identify. Managed by client and principal designer
Construction Phase plan is the way in which the construction phase will be managed and the H&S issues for the project must be set out here. Principal contractor manages it and sends to client.
Principal designer and princ contractor manage H&S file. Principal designer must submit to client.
