difference between the Legal Scope of Practice and the Operational Scope of Practice
Within the context of the paramedic in BC:
- legal scope of practice dictates what the paramedic can perform as a parameter of their EMALB license
- operational scope of practice is the scope that the paramedic is able to practice to per the framework set out by their employer.
For example, in BC, Primary Care Paramedics are legally able to perform “maintenance of intravenous lines using intermittent infusion devices, including saline locks and IV pumps”. Under the framework of their Legal Scope of Practice, PCP paramedics in BC are expected to maintain IV pumps. Under BCEHS operational scope of practice, this practice is restricted.
The governance of the CCP Scope of practice including federal (CDSA), provincial laws (EMA Act, EMA regulation) and local BCEHS policy and procedures.
