Long before WW1 Germany had a war plan named after the German Chief of Staff Alfred Von Schlieffen.

.France was weak (Germany had defeated France in 10 weeks in 1870)
.Russia was strong but slow (they estimated it would take Russia 6 weeks to build an army)
.They would use 90% of the troops to take out France then take the Army back across Germany to Russia.
