Founded in the fear that, after the 1870 Declaration of Papal Infallibility, up to 1/3 of the population could be loyal to Pope before their country = threat to unity (large proportion of people)

Demonstrates the extent to which Bismarck felt Catholics were creating division

- Catholics schools brought under state supervision (1872)
- 10/12 bishops in exile
- 1000 priests suspended

Affect of Kulturkampf on the Centre party
Supper grew 58 seats in 1871 to 91 seats in 1874
Evaluation
Kulturkampf ended in 1878 and only increased divisions.
1/3 people catholic.
Feared they had initial loyalties to the church = hinder unification
