the blue should be on top in time of peace and the red should be on top in time of war

if planted on the ground, the flagpole shall be in a prominent place and shall be such a height as would give the flag a commanding position in relations to the buildings in the vicinity.
If on stage or platform of government office, the flag shall be at the left facing the stage or on the left of the office upon entering

if the philippine flag is flown with another flag, if both national flags, must be flown on separate staffs of the same height and shall be of equal size.
