  2. Scientific discoveries have to be shared
  3. No nuclear testing allowed (this happens in remote places to limit the impact on humans)

Q

Advantages of Antarctic Treaty:

A
  1. The ATS has limited environmental damage within Antarctica
  2. There has been no armed conflict within Antarctica since the Antarctic Treaty signed
  3. Antarctica is a ‘common heritage for mankind’ and should be governed as a ‘World Park’ by the United Nations.
  4. The ATS is one of the few international agreements of the 20th century to have succeeded.
  5. The ATS has permitted Antarctic science to flourish and many issues of global concern such as the ozone hole have unfolded there
  6. The ATS has brought together many different nations. some of whom have been in conflict elsewhere in the world. For example, the USA and the former USSR during the Cold War and the UK and Argentina during the Falklands War
  7. The ATS has maintained the spirit of peaceful cooperation in Antarctica

Q

Disadvantages of Antarctic Treaty

A
  1. Government by consensus (where everyone has to agree) is a recipe for achieving the least amount at the slowest possible rate of progress.
  2. The ATS has only succeeded because the Treaty nations feared what might happen if it failed.
  3. Much of the science conducted in Antarctica is poor and is done to disguise territorial claims or potential rights to mineral exploitation
  4. The ATS is a ‘rich man’s club’ run by a selectgroup of developed countries for their own benefit.
  5. The ATS has focused on the issues that are easily solved, for example scientific cooperation, whilst avoiding fundamental problems such as the competing territorial claims
  6. The ATS does not provide and benefits for countries unable to pay for expensive scientific research programmes within Antarctica.
