.01 Captains shall assemble their company members and take roll at 0730. During this assembly, the captain shall inspect the members appearances and their uniforms. He shall also read all new, revised or pertinent directives and communications to their crews.

The Captain shall immediately report any tardiness to the Battalion Chief. He shall also report any discrepancies in authorized assignments or shifts.

At no time shall a Captain allow a subordinate to engage in any activity that could delay or impede department emergency operations.

Captains are responsible for ensuring that members of there crews are in compliance with the City of Richmond and Richmond Fire Department Rules, Policies, SOP’S and memorandums.

Captains are responsible for ensuring prompt responses to emergencies.

When responding to an emergency, the captain shall direct the course rate of speed of the vehicle. Additionally, Captains shall insure that the Engineer observes stop signs and traffic lights at all times.

The Captain shall see that sirens and other warning devices are utilized while responding to emergencies.

The Captain of the first arriving company to an alarm shall return the alarm system to service if possible or refer the incident to the Communications Center, who will then contact the designated alarm company reset the alarm.

The officer in charge at emergencies where sprinkler heads have been opened shall see that the heads have been replaced and the system returned to service where possible. If it is not possible to return the system to service, the officer shall have the Communications Center notify the alarm company.

The first Captain to arrive at the scene of a detail shall collect all information required to complete the necessary reports unless relieved of the responsibility by the chief officer in charge.

Captains shall make certain that all equipment is replaced on the apparatus or know why it was left at the scene of an emergency. If any equipment is missing after a diligent search, the Battalion Chief shall be notified and a report submitted.

Station Captains shall see that all station and company activities are entered accurately into the company/station journal and that is not defaced, destroyed or deleted.

Captains shall maintain in inventory of all property in the station including furniture, apparatus, hose, tools, equipment. etc. When items are removed from the stations or received at the station, the activity shall be properly recorded in the station journal.

Every month Captains shall order sufficient supplies and forms for the following month.

Captains are responsible for ensuring that receipts for equipment received from delivery services are routed to Fire Administration via station mail.

Captains are responsible for the cleanliness and upkeep of the apparatus, stations, and grounds. Captains are also responsible for submission of the proper paperwork to have necessary work repairs completed on apparatus, stations and grounds.

Captains shall not leave their first due areas, except for emergencies, without the specific permission of the Battalion Chief.

Captains shall not allow persons who are not members of the Fire Department to visit fire stations in excess of 30 minutes or past 2100 hours. Any exceptions shall be approved by the on-duty Battalion Chief.

Captains may allow off duty members to sleep at a station.

Captains shall not allow any political or social meeting in the station unless authorized by the Fire Chief via the chain of command.
