How many Capacity Shortage Actions are there, and what are they?
There are 4 Capacity Shortage Actions:
- Maximum Emergency Generation
- Emergency Mandatory Load Management Reductions
- Voltage Reduction
- Manual Load Dump
What is the purpose of the Maximum Emergency Generation Action?
To increase generation above the Maximum Economic Level.
What is the trigger for the Maximum Emergency Generation Action?
Real-Time Generation is needed to meet the load demand that is greater than the highest incremental cost level.
What is the purpose of the Emergency Mandatory Load Management Reduction Action?
To provide additional relief by using PJM Controllable Load Management programs(Relief is expected to be required after initiating Maximum Emergency Generation).
When is load curtailment achieved utilizing Emergency Mandatory Load Management Reductions?
Long Lead Time: curtailment achieved in 1-2 hours
Short Lead Time: curtailment achieved in 1 hour or less
What is the purpose of the Voltage Reduction Action?
To reduce load to provide a sufficient amount of reserve to maintain tie flow schedules and preserve limited energy resources and/or to increase transmission system voltages.
What is the trigger for the Voltage Reduction Action?
Load relief is still needed to maintain ties
What is the purpose of the Manual Load Dump Action?
Issued to provide relief when all other possible means o supplying internal load have been exhausted to prevent a catastrophe within PJM or to maintain tie schedules so as not to jeopardize the reliability of other interconnected regions.
What is the trigger for the Manual Load Dump Action?
Implemented when PJM cannot provide adequate capacity to meet load or critically overloaded transmission lines or equipment cannot be relieved in an other way and/or low frequency operation occurs with part(s) of the RTO.
