Yes
Who are the UPS accountable to, for providing/supplying of their service.
The public, the main stakeholder (central government), to their employees and national and local
What is the role of the police crime commissioner
The role for the PCC is to make each chief constable responsible and accountable for their own actions during their provision of their service.
Who are responsible for spending the money after the Treasury has given it out and are they accountable.
Each public service will be the ones responsible for spending the money they get given on what they deem necessary for the job. And are accountable for how they spend it.
Why do the UPS have to keep a effective use of their budget, and how do they do this.
To maintain public confidence, they can do this via publication of audit reports to monitor effectiveness of service delivery.
How do the public services show their effectiveness/productivity.
Availability of service at point of need, meeting central government and local targets and the standards of protective services.
