Progressives thought of government convention as an extension to the idea of direct democracy. The people control the government, so therefore, the government is controlled by the popular vote. Eventually people realized that the popular vote was harder to come by then previously thought. And the most startling thought, maybe the government would become the worst monopoly of them all.
