Iron Triangles
Alliances among bureaucrats, interest groups, and congressional subcommittee members and staff sometimes form to promote their common causes. Also known as sub governments.
* can be a barrier in a president trying to implement policy goals
How do they get power?
By trying to obtain more money from Congress
Independent Regulatory Agencies
Deal with regulating the economy; heads of these agencies cannot be fired by the president which insulates them in order for the to give the best decision and not just one that is political

Discretionary Authority
Agencies ability to make decisions, take action or not take action
Merit System
Desire for the best government not the best of friends government
Pendleton Civil Service Act
- passed in 1883 to prevent the constant reward to local party leaders
- established hiring employees based on merit not loyalty; this included written exams
- Civil Service Commission- oversee new merit process
Chief Executive, Administrator, Bureaucrat …
These are the same thing
Red Tape
-most common complaint about the government/ bureaucracy
- this is the vast amount of paperwork, procedures, tasks etc, that citizens must take to accomplish a mandated task
Ex: paperwork at DMV
Bureaucratic Inertia
A concern for bureaucracies is accountability
- more red tape and slow process for completing a task
Bureaucratic noncompliance
Tendency of an agency to resist changes/ orders from the president
Ex: NASA director not doing what the pres says
Budget Reform and Impoundment Act
- Requires president to spend ALL appropriated funds
- president practice of refusing to spend money appropriated by Congress
- Congress passed the Budget Reform and Impoundment Act
Legislative Veto
- established in the 1930s to control agencies
- Congressional resolution that nullifies an action taken by an executive agency
