What was the Brussels Pact?
A
Five countries involved signed a treaty of collective security. They promised to come to each other’s aid if one of the five was attacked militarily.

In order to build a greater defence against the growing Soviet threat.

Why did they decline joining it?
A
USA believed at the time that Marshall aid would entirely get rid of communism and would not have to come to GB’s, France’s, Belgium’s, the Netherlands’ and Luxembourg’s aid as they believed they could handle it alone with Marshall aid in place.
