A
Enforced zero tolerance policing in New York (cracking down on minor offences)
The subway was a priority- fare dodging and beggars were arrested
This gave the message to fare dodgers they wouldn’t get away with it as 8-10 officers would be sent into the subway and 10-20 fare dodgers would be arrested at once
