- Establish Goals - what does the client want to achieve, and why?
- Collect and analyze Facts - What do we know, what is given?
- Uncover and test Concepts - How does the client want to achieve these goals?
- Determine Needs - How much money and space? What level of quality?
- State the Problem - What are the significant conditions affecting the design of the building? What are the general directions the design should take?

Divide the Building Gross Area by the Net Assignable Area
For example: your building will have a 60% Overall Efficiency if 60,000sf of 100,000sf are net assignable
