What is a BISS
Basic initial safety sweep- is a quick and limited protective inspection of a vessel for boarding team safety
What is a EISS?
Extended initial safety sweep- is still part of the protective swee of a vessel for safety but is more focused.
When can you do an EISS
When there is reasonable suspicion exists that there is a particular hazard that may threaten the boarding team.
What are some examples of reasonable suspicion?
Unaccounted for person
Known weapons
Safety hazard
What is the 4th amendment?
Protects US persons and foreign persons in US territory from searches that interfere with a persons reasonable expectation of privacy, and thus applies to inspections conducted to ensure compliance with governmental regulations
What are the characteristics of the 4th amendment
Are limited in scope
Are not searches for evidence of criminal activity
Serve an important public interest
Involve lesser expectations of privacy than searches for evidence of criminal activity
What is plain view discovery?
If you find evidence of criminal activity in plain sight while conducting safety sweeps or inspections
What is the initial safety sweep doctrine?
Is conducted to identify any safety hazards that may exist and ensure the vessels seaworthiness.
When are petty officers authorized to arrest?
Authorized by 14 usc 89 to arrest when
- Probable cause indicates that a federal felony has been committed
- A federal misdemeanor is committed in their presence
When shall rights advice be given?
Should be given if the coast guard or other US law enforcement personnel question a suspect in coast guard custody,either directly or indirectly about any illegal activity
What is custodial situation
When the person on the vessel believes their freedom of movement is hindered or perception of intent to arrest.
What is deadly force?
Any force that is likely to cause death or serious physical injury

What is the use of force policy?
Only that force reasonably necessary under the circumstances may be used. Force shall not be used where assigned duties can be discharged without it. Excessive force may never be used; however, nothing in the application of the coast guard use of force policy shall be construed as to require personnel to meet force with equal or lesser force.

What is officer presence?

Are in the form of task direction with consequences aimed at the subject.
What are control techniques?
Techniques or actions with a low probability of causing connective tissue damage, lacerations of the skin or broken bones.
What are aggressive response techniques?
Are techniques or actions likely to result in connective tissue damage, lacerations to the skin, broken bones or irritation to the skin,eyes, and or mucous membranes.
What does OC stand for in OC spray?
Oleoresin capsicum pepper spray
What is intermediate weapons?
Include techniques or actions with a high probability of causing connective tissue damage, lacerations to the skin or broken bones
What is a strip search?
Anything that has the potential to embarrass or offend the person being searched in regards to clothing being removed. Must be same sex with witness; witness may be opposite sex but not in view of strip search only within hearing distance
What is a cavity search?
A cavity search is either the buttocks or female genitalia. Person conducting search must be of same sex and can only have subject manipulate their own bodies to conduct search
