4-1-2 Responsibility
A) The responsibility of Commanding Officer for that command is absolute, except when, and to the extent relieved there by competent authority, or as provided otherwise in these regulations. At the CO’s discretion, portions of that authority may be delegated to subordinates.
B) A CO who departs from orders or instructions, or at the request of any person takes official action which is not IAW such orders or instructions. Takes full responsibility and shall report immediately the circumstances to the officer from whom the orders were received.

Ordnance Information System (OIS)
Ordnance Manual
Provides for the automation of receipt, issue, inventory record keeping, reporting of munitions assets, and movements with the ultimate objective of enhancing fleet readiness and stock point management.
OIS-W (Wholesale) - Provide FORCECOM the ability to allocate management and track NCEA allocations and munitions assets being held by direct reporter CG units.
OIS-R (Retail) - Provide direct reporter shore units the ability to quickly manage MILSPEC assets being held at their unit or being held by subordinate non-reporting units.
MISLE functions and purpose - (5)
MISLE
1) Provide info that is immediately available to all users through the centralized database, which also feeds common Op picture.
2) Improve boarding team safety and manage case info
3) Provide the user with rapid access to tactical LE information including lookout lists, vessel reg., and prior encounter info to support board / no board situations.
4) Reduce redundancy of reporting requirements
5) Provide an essential tool in strategic program management, program planning and assessment, resource allocation decision, budget formulation and justification, and to justify procurement.

- Report directly to the unit CO/OIC, XO/XPO
- Advise the command on reserve policy, TX, billeting, issues.
- Administer the reserve program / not required to maintain operational competencies.
- Shall complete Senior Enlisted Service Academy (CPOA)
- Track reserve recall
- Provide input for pending disciplinary actions against assigned reserve members.
