Father Gapon led a peaceful protest to deliver a petition to the Tsar in Saint Petersburg. This came as a result of many strikes at steelworks and other industries in 1904.

20,000 people were involved in the protest, and as they approached the palace, after failure to disperse the crowds, Troops opened fire, with the official deaths being 130 and 450 wounded, but likely more

Destroyed the image of the Tsar being the caring ‘little father’ of Russian people.

Nicholas was persuaded to meet a group of workers delegates, but instead of listening to their concerns he gave them a short sermon in which he ‘forgave’ them

A wave of strikes started throughout Russia, with a General Strike across the country in October

Nicholas was pushed into issuing the October Manifesto

Civil Liberties to be granted i.e. Freedom of Speech and assemblies

A State Duma created. This was able to consult with the Tsar and propose legislation

Defence & Foreign affairs were down to the Tsar alone

Tsar could dissolve the Duma if he saw necessary

Article 87 gave the Tsar to issue new laws or govern by decree in an ‘emergency’ or when the Duma wasn’t sitting

Duma & State Council set up - State council was half appointed by the Tsar & half the nobility, church and zemtzva. Could block laws from the Duma
