    Congruence between what was intended to be implemented and what actually happened
  3. Outcomes evaluation:
    Effectiveness of interventions
    Primary aim: if targeted groups have benefited and if desired changes are being realized
  4. Impact evaluation:
    Any changes in the broader population and extend to which they can be attributed to strategic intervention
