From 1914 to 1918, the Army controlled Germany. This was in sharp opposition to the Social Democrats that by 1914 had garnered the majority vote in Germany.

Army hand power back to the people
A
On October 1918, the Army returns control of the German state to Prince Max Baden. His intention was to create a Constitutional Monarchy, where the Kaiser and his own power would be checked by a strong parliament.

A
28 October, soldier mutiny in Kiel, led to a number of Communist uprisings in Germany. Thus, the new government had failed, and soon a new Republic was formed, the Weimar Republic, in 9 November 1918.
