Probable Cause
Facts or circumstances that would lead a reasonable officer to believe a crime has been committed, is being committed or is about to be committed and that the person to be arrested committed the crime
Reasonable Suspicion
An articulable set of circumstances that would cause a reasonable person to assume a crime has been committed
