Public Bill
a bill that deals with matters of general concern
Private Bill
a bill introduced into a legislative body deals with specific matters/individuals, not general legislated affairs
Pigeonholed
kills a bill in committee by putting aside and not reporting to the chamber
Quorum
minimum number of members of a legislative chamber who must be present in order to transact business
Fillibuster
a term used for an extended debate in the Senate that can prevent a vote, can’t force a vote and a vote occurs once the debate ends
Cloture Rule
a procedure that ends a filibuster (takes up to 3 days and required 60 votes) and can ban non-germane amendments

30+ hours of debate allowed before voting
Cloture Fails
debate continues without limits and the bill is set aside
Pocket Veto
when the president fails to sign bills (after 10 days) Congress must be in adjournment (pause meeting and continue later) to take effect (becomes a law without the president’s signature)
Closed Rule
bans amendments to a bill on the House floor, with the exception of Committee amendments
Committee Amendments
aprroved in advance by a committee and offended by its chairman or designee (House)
Open Rule
permits all relevant amendments to be offered to a bill without any restrictions (House)
