This delayed 2NT in balancing seat is NEVER to play. If it was unusual 2NT for minors I would have bid that at my first opportunity instead of passing
It means I have 2 suits. I would double if I had three. Partner bids playable suits up line. It is a scramble. If p bids a suit I don’t have, I bid the lowest of my two and p will know my two and place the contract.
