If the decision-maker is directly affected by the decision he is automatically disqualified; “a man may not be the judge in his own cause”
If the decision-maker is closely aligned with a party to the proceedings he is automatically disqualified, but this should be narrowly read

If D has a financial or proprietary interest in the outcome of the decision he is automatically disqualified

Automatic disqualification does not apply if D only has a highly speculative interest in the decision (his deriving a benefit from the outcome is contingent on the occurrence of a long and unlikely chain of events)

If the circumstances would lead a fair-minded and informed observer to conclude there was a real possibility of bias, the decision is tainted even if automatic disqualification is not engaged.
How informed is the fair-minded observer?
There is controversy over whether the “fair-minded observer” is merely as well-informed as an ordinary member of the public (Medicaments) or very well-informed in the relevant field (Taylor v Lawrence)
