Involves identifying and exploring various solutions to solve the problem

Choice
The selected alternatives for solving a problem have to be evaluated using the performance criteria
Implementation
The selected alternative has to be transformed into action by means of an implementation plan, which includes assigning roles to all involved in the action plan
Control
Once the implementation is completed, the difference of performance indicator values obtained in the choice phase and the implementation phase needs to be compared
