The Romans did not understand the complexity of issues that were involved in attempting to rule the Jewish culture when they sat out to conquer Palestine. It became the least desirable place to be assigned.
Their motivation for conquering this area was to establish trade routes.

Why did the Romans appoint rulers in Judea?
Because of the intense loyalty and patronism of the Jews, Rome knew that the Jews would respond better to a Jewish leader. So they appointed Jews to rule in Palestine, although these Jews were indeed Roman loyalists. As the Maccabean family lost its power to Rome another family began to rise in power.
