Why are duress words made?

Who will know the duress words?
All personnel working in restricted areas will know the current primary, alternate, and exercise duress words and how to use them.

What will you do for duress OUTSIDE a restricted area?

- BDOC will brief and dispatch patrols to conduct sector sweeps or dispatch to last known location
- Challenge and place all the individuals involved at a disadvantage.
- Call for backup (if necessary).
- Separate the person who indicated duress from all the other challenged individuals and ascertain why they indicated duress.
- Apprehend the suspect who placed the person under duress.
What will you do for duress INSIDE a restricted area?
- BDOC will initiate a code-9 and conduct status checks (if SF member is under duress).
- Initiate a Helping Hand/Covered Wagon.
- BDOC will brief and dispatch patrols to conduct sector sweeps or dispatch to last known location.

- Follow further instructions from the BDOC Controller and Flight Chief/Sergeant until the situation is terminated.

What are the FPCON levels and their definitions?
Normal: This applies at all times as a “general threat” of terrorist attacks, hostile acts, or other security threats always exists in the world.
Alpha: Applies to a “non-specific threat” of a terrorist attack or hostile act directed “against DoD elements and personnel”
Bravo: Applies when an “increased or more predictable threat” of a terrorist attack or hostile act exists and is “directed against DoD elements and personnel”
Charlie: This applies when a terrorist or hostile act “incident occurs within the commander’s area of interest (AOI)”, or intelligence is received indicating “a hostile act” or some form of ‘terrorist action or targeting against DoD elements, personnel, or facilities is likely”.
Delta: This applies when a “terrorist act or a hostile act has occurred” or is anticipated against specific installations or operating areas.

IEC Changeover
IECs are responsible for the proper function of their gate IAW the following guidance:
- Conduct a joint inspection with the off-going entry controller. Account for all OI books, associated paperwork, leadership photographs, and all gate equipment.
- All discrepancies will be annotated in the pass-on book and reported immediately to the BDOC Controller and flight leadership.
- Ensure the following items are available:
o DBIDS handhelds
o Special Event Request with applicable guest lists (weddings, functions, etc.)
o EALs
o Pass-on book
o Current Suspended/Revoked/Barment or Warrant (SRBW)
o Visitor Pass Log Book
o Pickup/Restrictions Orders
o Bloodborne Pathogen Kit and First Aid Kit
o AF Form 378/Evidence Tags
o Current applicable SSI’s
- Entry controllers will not allow unauthorized personnel to loiter at the gate nor will unauthorized personnel be allowed to use the telephone.
- Tobacco products are prohibited on post and in GOVs. Tobacco products may only be used in pre-designated smoking areas.

What is an NM CYFD Intake Report?
Investigations/Flight Chiefs and BDOC Controllers will receive an email from the New Mexico Children, Youth and Family Department (NM CYFD) regarding an incident with a child that has been reported to CYFD.
- Upon receiving a CYFD report the BDOC controller will review the case and contact S3OI and AFOSI for further instructions.
- After coordination with S3OI and AFOSI, brief the Flight Chief/Sergeant and take any appropriate actions directed, then complete a blotter entry stating the disposition
Integrated Base Defense (IBD) Concept?
- The concept of IBD is to understand first (plan and identify vulnerabilities), see first (delay, use sensors, Thermal Imager [TI]/Closed Circuit Television [CCTV]) and act first (neutralize the threat before it reaches the resource).
- This is accomplished utilizing a total force concept where every Airman is a sensor. All Airmen are responsible for maintaining vigilance in their areas to identify threats or situations and sounding the alarm

How to trace a phone call at BDOC?
- Place the call on HOLD, TRANSFER, or CONFERENCE
- Get a second appearance… i.e. Dial Tone
- Dial 121 to activate the trace
- When you hear the Dial Tone
- Press the pound key (#) on your phone
- Wait 10 seconds for the confirmation tone
BDOC’s response to gate runner?
- Repeat the transmission; “GATERUNNER” (identify the gate).
- Re-transmit the vehicle description as it was relayed from the entry controller
- Dispatch an adequate number of patrols and ensure patrols acknowledge dispatch
- Continue to monitor the situation until the vehicle has been located by responding patrols.
- Notify flight leadership if patrols must be called off a prior dispatch
Prompt actions from responding patrols is essential to effectively locating and stopping gate runners and protecting personnel and resources.
- The patrol directing search efforts directs available patrols to maximize the effectiveness of search efforts; ensuring searches include key areas and critical facilities. The BDOC controller will record the search result once a patrol has searched the assigned area(s).
- In the event a vehicle enters the base unlawfully, security forces will actively patrol the base in an effort to locate the suspect vehicle
- Patrols will not engage in other activities unless directed or approved by flight leadership.
Law Enforcement Patrolman Responsibilities?
- Patrols will enforce all violations and adhere to uniform, equipment, and firearms standards IAW this OI.
- The primary duties of a SF patrol include: protecting personnel and property, preventing pilferage, supervising road traffic, enforcing traffic laws and regulations, maintaining good order, performing escorts and building checks.
- All law enforcement-certified personnel will also be knowledgeable and proficient with criteria in AFI 31-115, AFOSI 71-102, Squadron OI 31-6, Criminal History Reporting and Security Forces Training Reference Guides (SFTRG).
- Upon assuming post conduct a joint vehicle inspection with the off-going patrol. Account for all assigned equipment and conduct operational test. Patrols will perform first echelon maintenance on SF vehicles. Operators will annotate the Vehicle Inspection Form IMT 1800 for inspections they conduct at shift change and anytime vehicles are deadlined or placed into operation.
- Conduct facility checks IAW building check sheet. Patrols will brief the BDOC Controller of status of the facilities checked and annotate checks on the sheet.
- Conduct funds and munitions escorts. Patrols will brief the BDOC Controller on destination, time of departure, and description of the vehicle being escorted. Upon termination, the patrol will authenticate with the BDOC Controller.
- Investigate all incidents/accidents assigned by the BDOC Controller and complete incident/accident reports prior to completion of shift. Respond to all dispatches given by the BDOC Controller. Handcuff and search all apprehended individuals. Elderly persons and physically handicapped personnel will not be handcuffed unless it is deemed necessary for Patrolman’s safety. Hostile individuals apprehended will remain handcuffed in the interview room with an armed guard present. * Complete AFJIS reports for incidents they were dispatched to as required by AFJIS.
- AFJIS reports will be completed within 24 hours and routed to the Level 1 approver.
What are the patrol sectors?

Command post duress procedures?
- Dispatch two patrols to Bldg 29 and establish a 360. If available dispatch an MWD team to assist.
- Inform Installation Gates to initiate Stop outbound traffic and initiate stop, check and pass on inbound traffic until status can be ascertained.
- Initiate a Helping Hand.
- Attempt to make contact with personnel inside CP and ascertain their status.
- If BDOC receives a secure status, have the senior CP controller step outside the main door and contact the designated patrol.
- Release gate traffic
- Dispatch Patrol and MWD team if available will conduct a joint interior sweep with the Senior CP controller.
- Once sweep is complete Patrol will contact BDOC to authenticate and terminate the response.
- If BDOC cannot make contact or receives an unsecure status from personnel:
- Dispatch Patrol to utilize the CP emergency entry key to make entry.
- Flight Chief/Sergeant will initiate a covered wagon.
- Contact the Installation Commander to receive authority to contact 19th Air Force Command Post (DSN 228-7400) to notify them of the helping hand.

49 WG Alternate Command Post Activation?
The BDOC operator will:
- Communicate with the senior CP controller to verify the Alternate Command Post (ACP) location. Note: Bldg 898 is the primary relocation facility.
- Notify the Flight Chief of the ACP activation and the selected location.
- During FPCON Alpha or higher, dispatch MWD team, if posted; if not, dispatch an ESRT to the selected location to conduct a purge and sweep of the alternate location. Ensure the purge team remains in place and provides security of the facility until the relocation has been completed.
- Dispatch a patrol to the back entrance (Tabosa Ave) of Bldg 29 with instructions to:
- Make contact with the senior CP controller.
- Maintain surveillance over CP personnel and classified material until personnel are prepared to depart.
- Escort personnel from Bldg 29 to the designated ACP using the most direct route. Do not allow vehicles between you and the CP vehicle.
Who directs foot patrols and how are they done?

- Alternate Route. The alternate route (secondary) will be via West Gate Avenue, West Eleventh Street, Delaware Avenue, and Saber Road, to the Munitions Storage Area. Utilize the alternate route only if the primary one is inaccessible.
