A

IECs are responsible for the proper function of their gate IAW the following guidance:

  • Conduct a joint inspection with the off-going entry controller. Account for all OI books, associated paperwork, leadership photographs, and all gate equipment.

Law Enforcement Patrolman Responsibilities?

  • Patrols will enforce all violations and adhere to uniform, equipment, and firearms standards IAW this OI.
  • The primary duties of a SF patrol include: protecting personnel and property, preventing pilferage, supervising road traffic, enforcing traffic laws and regulations, maintaining good order, performing escorts and building checks.
  • All law enforcement-certified personnel will also be knowledgeable and proficient with criteria in AFI 31-115, AFOSI 71-102, Squadron OI 31-6, Criminal History Reporting and Security Forces Training Reference Guides (SFTRG).
  • Upon assuming post conduct a joint vehicle inspection with the off-going patrol. Account for all assigned equipment and conduct operational test. Patrols will perform first echelon maintenance on SF vehicles. Operators will annotate the Vehicle Inspection Form IMT 1800 for inspections they conduct at shift change and anytime vehicles are deadlined or placed into operation.
  • Conduct facility checks IAW building check sheet. Patrols will brief the BDOC Controller of status of the facilities checked and annotate checks on the sheet.
  • Conduct funds and munitions escorts. Patrols will brief the BDOC Controller on destination, time of departure, and description of the vehicle being escorted. Upon termination, the patrol will authenticate with the BDOC Controller.
  • Investigate all incidents/accidents assigned by the BDOC Controller and complete incident/accident reports prior to completion of shift. Respond to all dispatches given by the BDOC Controller. Handcuff and search all apprehended individuals. Elderly persons and physically handicapped personnel will not be handcuffed unless it is deemed necessary for Patrolman’s safety. Hostile individuals apprehended will remain handcuffed in the interview room with an armed guard present. * Complete AFJIS reports for incidents they were dispatched to as required by AFJIS.
  • AFJIS reports will be completed within 24 hours and routed to the Level 1 approver.

A

The BDOC operator will:

  • Communicate with the senior CP controller to verify the Alternate Command Post (ACP) location. Note: Bldg 898 is the primary relocation facility.

A

  • Bollards will be taken down as directed per SSI’s. During mass evacuation procedures, bollards may be removed to expedite traffic exiting the installation. Contact the Flight Chief/Sergeant if additional guidance is needed.
  • Suspension, Revocation, Barment, and Warrant (SRBW) Check. The DIBDS fulfills the requirement to check personnel against the SRBW List. If DIBDS is inoperable entry controllers will hand check the vehicle occupants and pedestrians identification against the printed SRBW and notify BDOC if a person is listed on the SRBW. The hand check will be conducted 24 hours, 7 days a week until DBIDS is operational. * If DBIDS or the SRBW shows a person is attempting entry that is barred from or restricted from operating motor vehicles on HAFB or another installation detain the person, up channel the incident to BDOC and await a decision for further actions (i.e., immediate oral barment, apprehend or allowance of access).
  • During WC duty hours visitors will be turned around and directed to the WC utilizing the following procedures:
  • Entry controllers will maintain control of the person’s identification (e.g., driver’s license) when denying entry. As personnel exit the installation, the entry controller will stop all traffic and walk with the vehicle to the turn-around point, wait until the vehicle is turned around and facing outbound, then relinquish control of the person’s identification back into their possession.
  • After Hour Visitor Passes. IECs will be required to issue visitor passes during periods when the WC is closed.

Inspection Team Entry Procedures?

  • Entry is based on the team members’ possession of a valid home installation AF Form 1199, Air Force Entry Control Card and local authenticated EAL.
  • The team chief will ensure the EAL is presented to the Installation Commander or designated representative of the unit to be inspected or visited. The visiting team normally coordinates the visit with and provides advance notice to the Installation Commander. If this is the case, advance notice serves as EAL validation.

o If advance notification was not received or there is doubt concerning the team’s validity, the Installation Commander or designated representative will verify the visit and team EAL by contacting the team’s home unit or MAJCOM/NAF Command Center.

  • Once verified, the Installation Commander or designated representative will approve the EAL, “validated” (DATE) (signature/rank).
  • A SF member (E-5/GS-7 or above) will authenticate the EAL; make sufficient copies for BDOC, CP and all ECPs/areas as required.
  • Remove all team EALs from security posts and destroy them as soon as the team leaves the installation.
  • Treat rental vehicles used by inspector teams as government vehicles for the duration of the inspection or visit.
  • HQ AETC Directorate and Special Staff Agency personnel may be issued a home base RAB for the sole purpose of conducting SAVs to subordinate units. These badges will have no open areas and will be stamped “SAV.”
  • HQ AETC/IG RABs will have all areas open and the word “Inspector” stamped on the front of the RAB.

Local Inspection Teams. Personnel on local inspection teams must possess a valid HAFB-issued RAB with the area open that is applicable to the area of requested entry and must be listed on an authenticated EAL. A copy of a properly authenticated EAL will be given to the post controlling entry into the restricted area.

  • Operational Readiness Inspection (ORI) teams will possess their home base issued RAB supported by an authenticated EAL.
  • HQ AETC/SAV teams will possess an RAB with no areas open and be over stamped “SAV”. The badges may be used only in conjunction with official SAV duties and will authorize unescorted entry to areas specifically identified on an authenticated SAV EAL.
  • If all information checks out, then entry is granted.
  • Inspectors will not use the Chemical Warfare (CW) code entry authentication system.
  • Inspectors will not be challenged with the sign/countersign during Phase II inspections.
