Which consonants are occasionally vowels?

H-dot makes the H have an aspiration at the end. Melka and melka-h are spelt similar מלכה and הלכהּ whilst in melka the H Is part of the qamats on the kaf making a long aa sound at end of work the dagesh means you must pronounce the Heh too, in the for of a added H aspiration.
